Ambassador Castro Joo holds a Master's degree in International Political Economy (University of Newcastle-upon-Tyne, United Kingdom. Chevening scholar), a degree in International Relations and a professional degree in Diplomacy (Diplomatic Academy of Peru), a bachelor and a professional degree in Law (Pontificia Universidad Católica del Perú).

He has also completed postgraduate studies and diplomas in Integration Processes (Diplomatic Academy of Peru), Development, Public Policies and Regional Integration (Latin American Faculty of Social Sciences (FLACSO), Buenos Aires, Argentina) and Specialization in Public Management (UNMSM-National School of Public Policies, Lima).

In the Ministry of Foreign Affairs, in Peru, he has been Secretary General, Head of the General Office of Planning and Budget, Director of Integration and Director of Negotiations of Free Trade Agreements. He has worked in the Cabinet of the Foreign Minister, Cabinet of the Foreign Deputy Minister Secretary-General, and in the General Secretariat of the Presidency of the Republic.

Abroad, he has served at the Permanent Mission of Peru to the United Nations and other international organizations based in Geneva, Switzerland (1996-2001); at the Permanent Mission of Peru to the Organization of American States (OAS) in Washington, D.C., United States of America (2005-2010); at the Consulate General of Peru in Buenos Aires, Argentina (2013-2015); and at the Embassy of Peru in Romania (2015-2018), then concurrent with Serbia, Croatia, Macedonia, Montenegro, Moldova, and Bosnia and Herzegovina.

He has been Rapporteur of the Commission on Investment, Technology and Related Financial Issues (1999) of the United Nations Conference on Trade and Development (UNCTAD). He was a member of the Peruvian negotiating team for the Trade Promotion Agreement with the United States of America, as well as the Trans-Pacific Partnership Agreement - TPP, currently known as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).

He was a lecturer at the Diplomatic Academy of Peru (2002-2004).

He has served as Ambassador of Peru to the Swiss Confederation, Ambassador of Peru to the Principality of Liechtenstein, with residence in Bern, and Permanent Representative of Peru to the Universal Postal Union (UPU).

He is currently Ambassador of Peru to the Kingdom of Morocco.
